Distinguishing Mark in the Leadership and Supervision in Basic Education

ABSTRACT

——This research assessed the level of leadership and supervisory skills of school heads in the identified public elementary schools at Southern Balicuatro Region, Balicuatro Northern Samar Division, Catarman, Northern Samar, during the School Year 2020-2021 as basis for a leadership enhancement program. Findings of this study reveal that the respondent-groups belong to the age group of 31-40 years old, female, married, with units in Master’s Degree, have been linked with the institution for more than 6 years, have a performance rating of very satisfactory, and have been into district and regional trainings, seminars, and workshops. In terms of dealing with the level of leadership skills of school heads, the respondent-groups strongly agree that school heads’ leadership skills are effective in terms of all indicators – identifying and mobilizing resources, initiating action, managing conflict, setting appropriate standards; and managing change. In terms of the level of supervisory skills of school heads, the respondent-groups also strongly agree that school heads’ supervisory skills are effective in the research environment in terms of decision-making, planning and organizing, promoting optimal performance, and achieving technical and professional knowledge. In terms of testing the relationship between the level of leadership skills and the level of supervisory skills of school heads, it generated a significant relationship which means that the level of leadership skills significantly influences the supervisory skills of the school heads in the research environment. In terms of the challenges and barriers related to supervisory and leadership skills of the school heads, majority of them believe that their main problems are the budget constraints, elevating students’ performance, aging facilities, and technology advancements.
