Level Of Implementation and Challenges of Alternative Learning System and The Academic Performance of Senior High School Students

ABSTRACT

— This study aimed to assess the level of implementation of the Alternative Learning System–Senior High School (ALS-SHS) Program and the challenges faced by teachers and students in SDO Quezon Province. It focused on key areas such as partnerships with stakeholders, monitoring and evaluation, financial resources, and communication and policy advocacy. It also examined challenges related to curriculum, learning resources, delivery, and facilitators, as well as student academic performance. Using a descriptive-correlational research design, data were gathered from 100 Grade 12 ALS-SHS students and 40 teachers during the 2023–2024 school year through a self-made questionnaire. The findings showed that both groups agreed the program was moderately implemented, although challenges were reported, especially in curriculum and learning resources. Most students achieved a “Very Satisfactory” performance rating, and a significant positive relationship was found between the level of implementation and student academic performance. The study also found no significant difference between the teachers’ and students’ assessments of program implementation and challenges. Teachers did not see a strong link between implementation and challenges, but students did. Interestingly, there was no significant relationship between challenges and academic performance, suggesting that student success may not always depend on the difficulties faced in implementation. Based on these findings, the study recommends creating an Action Plan for ALS-SHS teachers and students. It also suggests improving communication with stakeholders, strengthening district-level monitoring and evaluation, finding alternative funding sources, finalizing the ALS-SHS curriculum, and providing financial support for students during industry immersion. A district-wide rollout of the proposed action plan is recommended, along with future research to evaluate the program’s effectiveness further.
